Granting the Jordanian quality mark

Estimated Time:

 

•    (60) Days in the case of technical requirements for the product - (90) days for factories outside Jordan.
•    (120) days in there are no technical requirements for the product - (150) days for factories outside Jordan.
•    (30) Days for the issuance of the resolution to grant the quality mark certificate from the date of completing the procedures for granting the quality mark.

***    Applying for a Quality Mark stage:

•    (100) JDs as an allowance for the initial assessment of the establishment.

•    Fees are collected for obtaining a copy of the technical requirement and according to the instructions of the prices of publications issued by the Standards and Metrology Organization No. (3) For the year 2015 and its amendments, so that the number of pages of the requirement shall be adopted as a basis for it.

•    (50) JDs as an allowance for the contract form and the relevant documents for the purpose of granting a quality mark certificate is issued for the first time.

***   Stage of procedures for Granting, Renewing or Extending the Scope of Quality Mark Certificate:


•    (600) JDs as an allowance for the technical assessment of the establishment for each product at the stage of granting or renewing the quality mark for a period of three years. In the event of expanding the scope by granting a new certificate to another product during the validity period of previous certificates, the organization shall collect a rate out of the (600) JDs that is equal to the rate resulting from dividing the validity period of the certificate by a period of three years, so that the expiry date of the new certificate shall be the same for the valid certificates.

•    (300) JDs as an allowance for assessing the management system in the establishment in the case of having no certificate from an accredited body.

•    (20) JDs as an allowance for each additional copy from the certificates (Arabic / English).

•    (50) JDs Fees for the issuance of a certificate either in Arabic or English in case of expanding the scope for a trademark during the validity period of the certificate.


***    Sub-sequent follow-up stage:

•    (300) JDs as an allowance for the technical assessment of the establishment for the purposes of subsequent follow-up.

•    (200 JDs as an allowance for evaluating the management system in the establishment in the case of having no certificate from an accredited body.
•    , for the purposes of follow-up.

Wages of residents, technical experts and members of the grievance committee:

•    (50) JDs fees for the resident of the management system for each work day for assessment within Jordan, and (100) JDs for assessment outside Jordan.

•    (100) JDs fees for the technical expert for each work day for assessment within Jordan, and (150) JDs for assessment outside Jordan.

•    (50) JDs fees for the grievance committee expert (for each work day), in the case of the Committee rejects the grievance of the establishment, and if it is accepted, the organization shall pay the fees.


***    Note: The establishment (inside or outside Jordan) shall bear all expenses of travel, transport and residence resulting from bringing the resident or technical expert and the accompanying person from the Directorate if necessary.

Conditions for obtaining service

-    The product conforms to the accredited technical requirements.

-    The establishment implements a management system in accordance with the requirements of the ISO 9001 (ISO) or ISO (22000) standard for the food establishment or the Jordanian standard No. 1407 for fruits and vegetables farms.

-    The establishment must pass the technical assessment of the production site in accordance with the internal procedures of the Directorate.

-    The establishment's commitment to pay the fees resulting from the certificate.

-    The establishment's commitment to pay the fees to the laboratories concerned, for testing the product.

-    The possibility of testing at the establishment to ensure the continuity of the product's quality and its conformity, or that the tests are to be carried out in a laboratory approved by the directorate.
-    Validation of information and data provided by the establishment

Procedures

1.    Fill out the application for obtaining the Jordanian quality mark in the quality mark department.

2.    The department shall examine the application and conduct an initial visit to the establishment to study the possibility of carrying out the procedures of granting the quality mark.

3.    If the application is approved; the procedures for signing the contract shall be carried and the establishment shall be given a copy of the contract with the relevant documents and a list of required documents to be handed to the directorate within 60 days.
4.    Technical assessment of the establishment and assessing the management system if  a management system certificate by an accredited commission  is not available
5.    The product is conformed according to its technical requirements.

6.    The Directorate shall inform the establishment of the resolution to evaluate the results of the sample examination within 7 days from the date of the resolution.
7.    If any violation is found in the results of the sample examination, a corrective period for cases of non-conformity shall be agreed upon within (14) days from notifying the establishment of the results, and then to ensure that it is closed.
8.    If all the requirements for granting the certificate are met, the resolution to grant the certificate is issued for a period of (3) years, with subsequent follow-up annually.

 

Required Documents

•    The registration document for the establishment in the government departments, indicating the establishment's license to produce products and the trademarks required to be granted a quality mark.

•    A copy of the establishment's organizational structure.

•    Copy of management systems' certificates.

•    A copy of the management system manual for one of the management systems (For example: Quality manual in accordance with ISO 9001) if the establishment has a certificate for this system.

•    Job Description for quality and laboratory staff.

•    A list of names of quality and laboratory staff indicating the following:
 Job title, Scientific Qualifications, number of experience years, Training courses.

•    List of tests carried out in the establishment's laboratories.

•    A copy of the test reports for the products examined in the factory laboratories and in external laboratories.

•    A list of measuring instruments and inspection apparatus used in testing, quality control and place of calibration (internal / external), as well as the accuracy and scales of each device.
•    A copy of the calibration procedure.
•    A detailed outline for the manufacturing processes of the product, indicating the control points.
•    A copy of the inspection and testing procedure ,the inspection plan and quality control of the product

•    A document describing product coding and tracking.

•    Copy of the product's declaration card.

•    Copy of the product's complaint record / forms

•    Copy of any leaflets or promotional bulletins for the product.
